Founder and Lead Analyst

Policy practitioner, trade analyst, and institutional insider.

Caroline brings over 13 years of practitioner expertise at the intersection of trade, investment, and economic governance. Her core expertise spans tax policy and compliance systems, domestic resource mobilisation, institutional reform, and trade and investment analysis with a deep focus on U.S.-Africa economic engagement.

She holds a Master of International Development Policy from Georgetown University's McCourt School of Public Policy, an MBA in Finance, and a Project Management Professional certification. Her analytical work draws on quantitative methods including R and Stata, combined with deep understanding of how African public sector systems actually function in practice.

What Caroline brings to SDI is the rare ability to translate complex policy and market dynamics into practical, implementable strategy grounded in over a decade of working inside the institutions that trade and investment policy seeks to engage.

How we work together

Practitioners who understand institutional reality.

Every member of the SDI team has worked inside the public sector, government systems, and institutional environments that our clients operate in. That practitioner foundation is what makes our advisory genuinely useful rather than theoretically correct.

Insider knowledge
Our team has worked inside revenue authorities, ministries, and development institutions that shape the policy environments we advise on.
Cross-border fluency
We operate across Washington DC, East Africa, and frontier markets, with direct experience on both sides of the U.S.-Africa engagement corridor.
Analytical rigour
Every team member brings formal training in their discipline combined with years of applied work. We value both credentials and real-world competence.
Context-specific by design
We do not apply the same playbook to every engagement. Our team is assembled around the specific expertise each assignment requires.
